(a) An annual salary of US 145,000

Adjustment of the base floor salary scale on 1 January 2006 by 2.49 per cent, through the usual method, would have the following estimated annual financial implications

The average salary adjustment, as the result of pay equity procedures, was 8.1 percent.

Therefore, CCISUA now strongly supported the recommendation for an across the board salary adjustment.

They include both salaries and common staff costs (benefits and entitlements estimated at 33 per cent of net salary plus post adjustment for professionals, and 25 per cent of net salary adjustment for general service staff members).

Seasonal adjustment is not applicable to annual average unemployment rates.

2. Annual salary means the annual salary, exclusive of any allowances, fixed by the General Assembly and received by the member at the time he or she ceased to hold office.

CCISUA concurred with the recommendation for a salary adjustment and recalled the decision taken by the General Assembly on the latest salary adjustment, proposed by the Commission in 2002, whereby staff in grades P 1 to P 3 were denied any salary increments, in the light of their respective margins at that time.

Three businesses out of five calculated the adjustment impact to be 1.5 percent or less of total salary expenditure.

90. The Board noted that the ICSC secretariat applies predetermined percentages to the base salary, instead of the net remuneration (i.e. the sum of the net base salary and the post adjustment).

A male teacher working in the civilian labor force with a bachelor s degree or higher in 2012 had an average annual salary of 88,000. Early childhood educators with the same qualifications had an average annual salary of 27,000 28,000.

Soon after the establishment of the scheme, the General Assembly expressed its concern that the scheme was pegged to the midpoint of the base floor salary scale (P 4, step VI)5 and that as a result the associated entitlements were automatically increased whenever the annual adjustment procedure was applied to the base floor salary scale.

Excluding the adjustment for local conditions, the Commission was happy to revisit the procedure initially established to adjust the salary scale.

The Commission, in its 2005 annual report,1 decided to recommend to the General Assembly an upward adjustment of the current base floor salary scale for staff in the Professional and higher categories by 2.49 per cent, with effect from 1 January 2006.

As the method operates on post adjustment indices, rather than on base salaries, allowances linked to the base floor salary scale (i.e., mobility, hardship, separation and hazard pay) are unaffected by the adjustment.

b Medical net salary for insurance contribution purposes is calculated as gross salary, less staff assessment, plus language allowance, non resident s allowance, post adjustment or the variable element of monthly subsistence allowance, as applicable.

The Commission, in its 2005 annual report, decided to recommend to the General Assembly an upward adjustment of the current base floor salary scale for staff in the Professional and higher categories by 2.49 per cent, effective from 1 January 2006 the increase of 2.49 per cent for the year 2006 in the base floor salary scale would be implemented through the standard method of consolidating post adjustment multiplier points on a no loss no gain basis.

(a) The average movement of net base salary plus post adjustment at the eight headquarters duty stations of the United Nations system

The base floor salary scale was part of an integrated package of measures in which negative classes of post adjustment were eliminated.

A 15.5 per cent adjustment in the net salary was made on account of cost of living differential between the two locations

Furthermore, at least one week per year for each operation is required for reviewing and processing interim adjustment of local salary scales.

The Commission noted that the adjustment in the base floor salary scale would be implemented by means of the standard method of consolidating post adjustment multiplier points on a no loss no gain basis.

The fund will be built up on a monthly basis by a percentage charge of the net base salary of the staff at the time of payroll (net salary plus post adjustment for international Professionals).

The financial implications resulting from the above mentioned adjustment of the base floor salary scale for the United Nations and other participating organizations of the common system have been calculated by ICSC on an annual basis in the amount of 2,811,900, broken down as follows

By taking into account adjustments to the base floor salary, including the recommended adjustment for 1999, the Commission arrived at a figure of 1,000.

(i) The annual salary of the judges of the International Criminal Tribunal for the Former Yugoslavia shall be US 145,000

In view of the above, if an average United States civil servant at a grade corresponding to United Nations P 4, paid according to the general schedule, had a net annual salary of 100 per annum, then the average net remuneration (net base salary plus post adjustment) of a United Nations official at the P 4 level in New York could be arrived at as follows

It also reflects the adjustment of the Director General's gross and net base salary level whenever the General Assembly, in accordance with approved methodologies, adjusts the gross and net base salary level of staff in the Professional and higher categories.

(c) Post related cost adjustments of 35.7 million, including changes in the salary scale for international Professionals and in post adjustment multiplier and entitlements ( 13.4 million), within grade salary increments ( 20.9 million) and reclassification of local and international posts ( 1.4 million).
