Imports of CFC 11 show a radical decline, even the demand for CFC 12 is partly decreasing while CFC prices tend to increase.

They cannot identify CFC 11 or CFC 115 or any blends with those.

For example, CFC 11 has an estimated global warming potential of 4,680, CFC 12 has an estimated global warming potential of 10,720.

He also noted that progress report of the Technology and Economic Assessment Panel did not clearly indicate whether CFC MDIs or CFC free MDIs were to be preferred.

This is mainly due to the fact that all countries visited have been implementing RMPs or sectoral CFC phase out plans with specific targets for the reduction of CFC consumption.

Information also showed that several stages of expansion of the plant were accompanied by a substantial reduction in emissions of CFC 113, and that over the past 15 years, hundreds of materials that do not contain ozone depleting substances have been tested as replacements for CFC 113, but none was able to achieve the technical performance necessary to maintain product quality.

Training of customs officers focuses mainly on refrigerants (foremost CFC) while other ODS such as solvents (CTC, TCA) and methyl bromide are dealt with only in general terms.

In Burkina Faso, equipment functioning with CFC is not allowed to be imported under the licensing scheme and a certificate with product characteristics is required from the supplier.

Regarding the exemption request by the United States for CFC 113 used for high modulus polyethylene fibre, he noted that it met the technical criteria for classification as a process agent.

The detailed plan submitted by the United States of America indicated that from the end of 2008, it would no longer be legal to sell CFC based salbutamol MDIs in the United States.

He indicated that should the United States MDI manufacturers decide to shift production now to alternatives, the majority of CFC use for salbutamol MDIs could be phased out by the end of 2006.

Since the introduction and actual application of the licensing system, significant reduction of CFC consumption has been achieved in most countries due to the increasingly restricted availability of CFCs (see Table 5 below).

In Thailand, an excise tax of 30 on CFC is imposed, and in Romania a fee of 10 million Lei (approx. US  250) is to be paid by importers for obtaining a license.

It has strengthened cooperation with the International Crops Research Institute in Semi Arid Tropics (ICRISAT), and the Common Fund for Commodities (CFC) through the preparation of Memorandums of Understanding with the two entities.

The compensation is governed by the specific rules under appendix D to the Staff Rules (ST SGB Staff Rules Appendix D Rev.1 Amend.1).

The special report notes further that the major contribution to both ozone layer protection and climate protection in this area will come from the completion of the transition from CFC to HFC based MDIs.

He also suggested there wais a need to keep up to date a list of legal CFC production plants, as at least 7 cases of illegal and unregistered plants hadve been reported to date.
