During the referendum campaign in France preceding the vote on the draft EU Constitutional Treaty, the proposed directive was vilified as undermining the rights of labor, symbolized by that dreaded bogeyman, the Polish plumber. These attacks overlooked the fact that the directive makes employment conditions of workers from other EU member states subject in most respects to host country rules.

The first approach risks giving Russia easy access to all the benefits of cooperation with the EU, without insisting that Russia abide by stable rules. Open hostility toward Russia, however, will make it hard for the EU to draw on Russia s help to tackle a host of common problems from environmental pollution and illegal migration, to nuclear proliferation and Kosovo s final status.

Perhaps this is one reason why many in East Central Europe believe that EU funds, while helpful, are less important than being part of a united Europe, with the expanded opportunities that its common rules imply. The EU needs a well defined energy strategy that helps to overcome the trust deficit that is hampering effective solutions. This means, first and foremost, establishing clear and predictable community rules and cost sensitive policies for the energy union.

The EU does not have a significant budget, and it sets at most a general framework for economic and social rules that vary widely across a large and diverse continent. Success and failure are largely determined at the national level.

For example, member states could consult on sensitive or contentious issues within the Political and Security Committee. This would strengthen the EU Council s common position, which already defines general rules for the control of exports of military technology and equipment.
