3. The Assistant Secretary General for Legal Affairs made a statement relating to the memorandum by the Secretary General.

The Under Secretary General for Legal Affairs, the Legal Counsel, reported on the measures taken to implement General Assembly resolution 59 47.

108. In the absence of the Legal Counsel of the United Nations, Mr. Roy S. Lee, Director of the Codification Division of the Office of Legal Affairs, represented the Secretary General. Ms. Mahnoush H. Arsanjani, Senior Legal Officer, Codification Division of the Office of Legal Affairs, acted as Secretary of the Advisory Committee.

6.4 The official responsible for managing this programme is the Under Secretary General for Legal Affairs, the Legal Counsel of the United Nations.

As indicated by the Office of Legal Affairs, quot the Secretary General appoints the Secretary and Deputy Secretary of the Pension Board on the recommendation of the Board quot .

Options could include the Office of Legal Affairs or the Executive Office of the Secretary General.

The Secretary General's Military Adviser and Legal Counsel could be helpful in the drafting of mandates.

They will also provide legal advice, as required, to the Special Representative of the Secretary General.

The Legal Counsel of the United Nations also held meetings with the Secretary General of AALCC.

3. On behalf of the Secretary General, Mr. Hans Corell, the Legal Counsel, opened the session.

Mr. George Korontzis, Senior Legal Officer, served as Senior Assistant Secretary, Mr. Trevor Chimimba and Mr. Arnold Pronto, Legal Officers, served as Assistant Secretaries to the Commission.

Under section 6 (Legal affairs), it was proposed to reclassify the D 2 post in the Office of the Legal Counsel to the Assistant Secretary General level in order to strengthen the Office of Legal Affairs.

The Under Secretary General for Legal Affairs submits a monthly report on treaty translations to the Under Secretary General, Department for General Assembly and Conference Management.

Mr. Michel (Under Secretary for Legal Affairs, The Legal Counsel) noted that paragraph 13 of General Assembly resolution 59 47 had requested the Secretary General to report to the General Assembly at its sixtieth session on the measures taken to implement that resolution.

The meeting was opened by the Chairman of the Commission, Peter F. Croker, who welcomed to the session Nicolas Michel, Under Secretary General for Legal Affairs, the Legal Counsel.

He also recalled that the function of the Office of Legal Affairs was to provide legal advice to the Secretary General which was not mandatory for the General Assembly.

Mr. Michel (Under Secretary General for Legal Affairs, the Legal Counsel) stressed the importance of the 2005 World Summit Outcome, which contained many references to international law and the rule of law.

While it understood the United States representative's assurances regarding the legal implications of the Secretary General's signing of the loan offer, it wished the Office of Legal Affairs to provide an opinion.

19. In May 1995, in the High level Open ended Working Group on the Financial Situation of the United Nations issued a paper (WGFS 12) containing a legal opinion of the Under Secretary General for Legal Affairs that the Secretary General considers relevant to this issue.

At this meeting, the Security Council will hear a briefing by Mr. Ralph Zacklin, Assistant Secretary General for Legal Affairs.

Mr. Roberts introduced the Legal Counsel, Under Secretary General for Legal Affairs of the United Nations Secretariat, who made a brief statement on the importance of the work of the second International Workshop.

202. The Office of Legal Affairs continues to provide a unified central legal service to the Secretary General, the Secretariat and the other principal organs of the United Nations and the Member States.

47. The Advisory Panel will meet later in 1997 to recommend a candidate for the twelfth award. Thereafter the award will be announced by the Under Secretary General for Legal Affairs, the Legal Counsel.

They welcomed the Secretary General's review of efforts to strengthen the capacity of States to ratify and implement relevant legal instruments.

(vi) As Law Secretary, represented the Punjab Government in meetings with the Central Government on all legal issues concerning Punjab Province.
