We are now part of an alliance of our choice NATO and are bound to join formally the European Union (EU).

NATO was founded to confront the threat that the USSR represented 60 years ago. But the Warsaw Pact, the Soviet Union s anti NATO alliance of socialist countries, was dissolved in 1991 communism imploded the same year, with Russia caught ever since in a struggle to build a market economy and define a new global position for itself.

The 1990 s concept of a European Defense Identity within NATO proved to be unviable and since then expansion of the alliance and proliferation of NATO partners has made the idea of a special collective role for EU members all the more improbable. A double layer of decision making would only cause an already ponderous organization to seize up.

But it is highly unlikely that Israel s full integration into the Alliance is feasible from NATO s standpoint. Already, the Alliance is developing a deeper political dialogue and more practical cooperation with the countries of North Africa, Israel and Jordan, and opening up a discussion with the Gulf States.
