The production of opium poppy has more than tripled since 1985.

Apart from opium poppy cultivation, economic activity has come almost to a standstill.

Opium poppy cultivation will remain subject to eradication, and ineligible for alternative development.

According to provisional figures from a government survey on the poppy crop in the Dir district and other poppy growing areas of the North West Frontier Province, the level of opium poppy cultivation in the growing season 1995 96 decreased by about 75 per cent compared with that in the growing season 1994 95.

Considerably more assistance needs to reach farmers directly as a disincentive for poppy cultivation.

Putting pressure on the poppy farmers in Afghanistan alone will not solve the problem.

Afghanistan is one of the two largest producers of illicit opium poppy in the world.

Objective to contribute to the elimination of poppy cultivation in the Dir district in Pakistan in support of the Government s phased programme of enforced poppy eradication, applying to the project an alternative development approach involving community participation.

It is based upon a UNDCP commitment to fund development activities in specific poppy growing areas in exchange for the Taliban apos s agreement (a) not to permit cultivation of opium poppy into new areas (b) to allow UNDCP to survey the opium poppy crop and (c) to take action against trafficking of illicit drugs and for the destruction of illicit laboratories.

We also endorse the efforts made by the Government of Afghanistan and the international community to end poppy cultivation, to build relevant judicial and police capacity and to provide sustainable alternative livelihoods for those engaged in poppy cultivation.

They also agreed to destroy opium poppy grown in areas outside those recorded in the 1997 poppy survey so as to stop the balloon effect from occurring, and to seize and destroy drugs, processing chemicals and heroin laboratories.

In Afghanistan, activities, including concrete support to communities engaged in reducing poppy cultivation, will be operational.

In 1996, some cash crops, particularly onions, generated considerably more income to farmers than opium poppy.

The former foresees poppy being eliminated by the year 2001, the latter by the year 2000.

In recent years, Egypt has been affected by a rise in the cultivation of opium poppy in the region of south Sinai, where approximately 30 tonnes of opium poppy were seized and destroyed by the Egyptian authorities in 1996.
