Integrating risk reduction into recovery

In the Indian Ocean region, both international and national organizations working in the tsunami recovery effort have aimed at balancing the need for rapid recovery while addressing the structural causes of risk and vulnerability.

Its next annual conference, to be held in Seoul in March 2006, will address issues related to the institutional basis for disaster risk reduction, recovery and risk communication, in response to the Hyogo Framework.

UNV is also strengthening the regional South South cooperation modality for exchanging United Nations Volunteers with disaster risk management expertise for initial response to disasters and recovery.

The Hyogo Declaration and the Hyogo Framework for Action, adopted in January of this year, urge us to integrate risk reduction into post disaster recovery and development strategies.

UNEP, the Division of Early Warning and Assessment GRID Europe has provided modelling and technical support to the Bureau for Crisis Prevention and Recovery of UNDP to prepare the Disaster Risk Index in order to identify risk and vulnerability through comparing countries.

Women and men, boys and girls are affected differently by disasters they have different levels of exposure to risk, risk perception and preparedness the physical and psychological impact of the disaster on them differs, as do their needs in the response, recovery and reconstruction phases.

Noting that local communities are the first responders in most disasters, and underlining the critical role played by in country capacities in disaster risk reduction, including preparedness, response and recovery,

Adjustment of public expenditures raises the risk of a recovery that discriminates against the poor, and thus fuels greater inequities in developing countries. Premature fiscal contraction and or withdrawal of countercyclical measures threaten the public support that is essential to promoting recovery among those hardest hit by the crisis.

UNDP is also supporting recovery efforts in five Caribbean countries. A principal aim of this support is to ensure that recovery and reconstruction efforts avoid risks that may have contributed to the disaster in the first place, such as building in high risk areas using inappropriate construction techniques.

Such capacity is currently being developed and piloted under the auspices of the regional programme on capacity building for sustainable recovery and risk reduction in tsunami affected countries, which is managed by the UNDP Regional Centre in Bangkok with advisory support from the Bureau for Crisis Prevention and Recovery.

It is critical that, in the future, disaster recovery efforts continue to focus on promoting national and local ownership of and participation in the recovery phase and support national and local capacity across a range of disaster management activities, including response systems, preparedness measures and risk mitigation and reduction.

The purpose of the Platform, to be operated by UNDP, is to develop a mechanism to integrate systematically risk reduction into post disaster recovery efforts and to benefit from lessons learned.
