The Section is divided into five principal units the Surface Transport Unit, the Air Transport Unit, the Aviation Safety Unit, the Movement Control Unit and the Sea Transport Unit.

WFP's independent Aviation Safety Unit was formally initiated in January 2004.

The Advisory Committee recommends approval of this post for the Aviation Safety Unit.

The Unit installs and maintains vehicle mounted radios on which operational and safety communications depend.

19. In order to improve safety in the mission area, a fire and safety specialist is required within the General Services Unit at the Field Service level.

The 10 additional posts would be allocated as follows two P 3 posts for the Surface Transport Unit, two P 3 posts for the Air Transport Unit, one P 3 post for the Aviation Safety Unit, four P 3 posts for the Movement Control Unit and one P 4 post for the Sea Transport Unit.

Air Operations Unit is also responsible for implementing accident prevention measures through the establishment and execution of the aviation safety programme.

154. The Unit is responsible for ensuring safety and compliance with international standards of the peacekeeping aircraft fleet of the Organization.

The Unit should also be involved in quality assurance of vendor certification and vendor performance in terms of adherence to safety standards.

From those and other internal observations, the Department of Peacekeeping Operations instituted the Air Safety Unit and the Air Operations Unit within the Transport Section of the Logistics and Communications Service, the Field Administration and Logistics Division.

One post is required, in addition to the existing two local posts, in order to ensure the military unit apos s efficiency and safety.

In view of the increase in the number of aircraft managed and the need to conduct more safety assistance visits to missions, it is proposed to establish an additional P 3 post in the Aviation Safety Unit (A 59 730, para.

155. The Unit strives to improve the safety standards of United Nations aviation activities, by conducting periodic inspection, safety surveys, vendor s evaluation and training of staff from different missions at the institutions recommended by the International Civil Aviation Organization (ICAO).

The implementation of these projects in Santiago depends on construction of the ECLAC Security and Safety Unit, which has experienced some delay against the initially foreseen schedule.

The Unit will continue to research and implement improved safety actions such as accident prevention, education and training, operator and aircraft licensing, and adherence to ICAO standards.

(b) As part of concerted efforts carried out by the Department to improve air safety within peacekeeping, aviation specialists of the Air Safety Unit intend to inspect and assess the operating headquarters of the commercial carriers who regularly conduct business with the United Nations.

Moreover, as acknowledged in the report, the Division through the Air Transport Unit and the Aviation Safety Unit of the Transport Section of the Logistics and Communications Service, has already addressed many of the issues raised by OIOS and taken remedial action over the ensuing months.

19. Additionally, the Field Administration and Logistics Division, through the Air Operations Unit and the Air Safety Unit, Transport Section, Logistics and Communications Service, constantly monitored the use of air assets in existing missions in order to ensure that the best possible use is made of aircraft resources.

The Chiefs of the Transport Section, the Air Operations Unit and the Aviation Safety Unit had carried out the first of such inspections in the Russian Federation and the Ukraine at the beginning of March 1998, and provision had been made for future inspections during the 1998 1999 fiscal year.
