31. In addition to dealing with problems presented by a lack of financial resources, the educational sector must address the delicate task of remaining sensitive to students social and cultural backgrounds.

394. In the Federal Republic of Germany pluralism, i.e. a wide range of diverse activities in cultural life, is facilitated by the federal structure of the country which makes it possible for a large number of autonomous bodies and institutions to work side by side in the cultural sector.

Each of the sectoral councils in the Foundation of Cultural Capital (in accordance with the Law there are 7 councils at the Foundation of Cultural Capital the Council on Literature, the Council on Music and Dance, the Council on Theatre, the Council on Films, the Council on Visual Arts and Photography, the Council on Cultural Heritage and the Council on Traditional Culture) ensures that providing funding to separate projects, the cultural heritage of the respective sector is retained.

There is the modern sector, there is the informal sector and the traditional sector.

It was noted that cultural exchanges nourish and develop cultural diversity and cultural identity they also combat misunderstanding and prevent extremism.
