The Advisory Committee notes that ONUB maintains a fleet of 15 representational vehicles.

Based on the fleet of 289 United Nations owned vehicles, including 45 vehicles to be delivered during the budgeted period.

37. Furthermore, as a result of UNMIBH s expansion, its fleet has increased by 146 vehicles.

b Changes to the current inventory reflect the reclassification of vehicles within the existing fleet.

Although the total Base fleet is 69 vehicles, calculations are based on 52 vehicles on the premise that the fleet will be supplemented from the United Nations reserve on an as required basis.

The vehicle usage monitoring system (also referred to as CarLog ) is an electronic fleet management and security system for the fleet of vehicles at Headquarters.

Assesses whether the mix of vehicles in the Mission's fleet is suitable for the requirements the vehicles were allocated to the various entities in line with the requirements and fleet assets were adequately maintained, safeguarded and insured.

Secondly, the use of centralized procurement of standardized vehicles, including spare parts, should bring greater productivity and efficiency in the procurement and management of the United Nations fleet of vehicles.

An amount of 173,700 is also indicated under ground transportation, mostly related to the acquisition of 7 vehicles, which would enlarge the current fleet from 4 to 11 vehicles.

Moreover, the delivery of strategic deployment stocks vehicles directly to the missions resulted in reduced requirements to support and preserve the anticipated strategic deployment stocks fleet of 1,190 vehicles.

These posts are requested to support the deployment of the large fleet (289) of United Nations owned vehicles to the Sectors.

It has 31 central stores, 271 rural stores and a vehicle fleet of 1,967 trucks and 1,480 supervision and support vehicles.

The Advisory Committee was informed, on enquiry, that the vehicle fleet strength was 8,397 vehicles of all types as at April 1998 and was estimated at 8,500 vehicles as at 1 July 1998.

In addition, the mission, which maintained a fleet of 15 representational vehicles, should develop a prudent policy with a view to vehicle sharing.

The estimates for ground transportation provided for the acquisition of vehicles in an amount of about 44 million in the first period and about 55 million in the second, for the establishment of a fleet of 2,189 vehicles.

147. The United Nations owned vehicle fleet currently comprises some 10,000 vehicles, of which about 74 per cent are approaching the end of their economic life.

Furthermore, as a result of UNMIBH apos s expansion (see A 51 519 Add.4 5), a total of 130 new vehicles are to be purchased, increasing the UNMIBH vehicle fleet to 1,281 vehicles, as of 30 June 1998.

Some parts were salvaged from these vehicles for use as spare parts for the remaining fleet, resulting in savings under that line item.

(h) Systems contract for repair and maintenance of the Base s fleet of 52 vehicles, including heavy equipment such as trailers, forklifts and other material handling equipment ( 114,300)

Peacekeeping operations accounted for a total fleet of approximately 11,963 vehicles valued at 380.5 million as at 30 June 2005, overseen by the Surface Transport Unit.

Spare parts were salvaged from those vehicles and used to meet requirements for the remaining fleet, thus reducing the need to purchase spare parts.

While the apportioned amount of 764,600 was based on the termination of UNPREDEP and the phasing out of its vehicle establishment, revised requirements provide for the maintenance of the UNPREDEP owned fleet at an average of 194 vehicles and 10 trailers (excluding motorcycles and snow scooters) and an average contingent owned equipment fleet of 306 vehicles and 25 trailers (excluding motorcycles and snow scooters).

The estimate for ground transportation, including 60,376,900 for the 2004 05 financial period and 48,396,800 for the period from 1 July to 31 October 2005, provides for the acquisition of vehicles for the establishment of the Mission's fleet, totalling 2,065 vehicles, including material handling, engineering, motorcycles and airfield support vehicles.

The provision of 928,800 was based on the average daily fuel consumption of 26.3 litres per vehicle at a cost of 0.21 per litre for a fleet of 419 vehicles.

Provision is made in the amount of 135,000 for the purchase of spare parts for the routine maintenance of 52 United Nations owned vehicles in the Base fleet ( 51,600) and for the preservation of 84 vehicles trailer units held in long term storage ( 83,400).

The entire MIPONUH (ex UNMIH) vehicle fleet, with the exception of one vehicle manufactured in 1993, is over five years of age and the mileage of 50 vehicles exceeds 150,000 kilometres.

Owing to the age of the fleet and its operation in a vast and harsh terrain, and in connection with the transition of UNAVEM III to MONUA, it was necessary to purchase new vehicles to replace those which had undergone write off action and acquire vehicles that would omit the need for the more costly rental of vehicles.

For military observation purposes, UNMEE had, in addition to standard commercial four wheel drive vehicles, 56 armoured cars as its scout car fleet, valued at 5.4 million.

With the resumption of the process, it is proposed that the fleet be augmented by an additional 45 light utility (4x4) vehicles to meet the requirements of the nine identification centres, Commission headquarters and three district offices, resulting in a total of 247 United Nations owned vehicles.

Repair maintenance of vehicle fleet

Under the supervision of the Chief of the Section, the incumbent would be responsible for the maintenance and repair of the Mission apos s vehicle fleet, including undertaking inspections of vehicles to assess repair and maintenance requirements repairing and carrying out maintenance checks on the vehicles and undertaking tests and other quality control checks to ensure the road worthiness of vehicles.

19. Provision of 164,200 is made for the cost of spare parts, repairs and maintenance of United Nations owned vehicles based on an average standard monthly cost of 200 per vehicle for an average fleet strength of 69 vehicles deployed to the Mission area during the 11.6 month period ( 160,100).

Other miscellaneous provisions of 2,600 are also estimated to be required in 1998 (g) Rental of vehicles ( 6,900). The Tribunal occasionally needs to rent vehicles to supplement its fleet for exceptional needs such as special security where the Tribunal apos s own vehicles might be recognized. Provision is requested for up to 90 days apos vehicle rental at 80 per day

14. Provision for petrol, oil and lubricants and vehicle insurance are based on UNPREDEP owned vehicle fleet and deployment of contingent owned vehicles in UNPREDEP, as indicated in tables 1 and 2 below.

Similarly, China, like the US, can reduce CO2 emissions through increased energy efficiency and a new fleet of electric vehicles. But China must consider the question from the vantage point of a coal dependent economy.

The purchase of one sedan is proposed ( 28,800 including freight) for the Special Representative of the Secretary General, since the vehicles in the existing fleet are very old and in need of constant repair and maintenance.
