d. National forest policy and programs

The proposals for action have effectively shaped the national forest programmes and their equivalents in many countries, and these national forest programmes have become national institutional frameworks for achieving sustainable forest management.

(d) Making sustainable forest management a higher priority, inter alia, through integrating the National Forest Programme or other national forest strategies into national planning strategies, including poverty reduction strategies where they exist

Formulation and implementation of national forest programmes

Decentralization in the forest sector should not be implemented in isolation from a general national forestry strategy such as national forest programs.

The project will produce geometrically corrected remote sensing data, optimized for forest applications, for national and subnational forest departments and the national tropical forest action programme units to establish and or strengthen the capacity of developing countries to assess and monitor their forest resources.

Achieving sustainable forest management is primarily a sovereign national responsibility.

Forest landscape restoration is a local mechanism that should be integrated with both sectoral and extra sectoral national development processes, including poverty reduction strategies and national forest programmes.

Despite substantial progress in the formulation and implementation of national forest policies, deforestation and forest degradation continue at an alarming rate.

CPF members explain that they have facilitated national forest programmes in a number of important ways, including through the National Forest Programme Facility and the Programme on Forests (PROFOR).7

(b) Countries to develop national forest programmes in accordance with their respective national conditions, objectives and priorities

National forest programmes have also become vehicles for meeting commitments under international agreements.

Stakeholders at the international, regional, national and subnational levels have attached importance to criteria and indicators as providing a framework for policy formulation and monitoring of sustainable forest management and national forest programmes.

Forest applications include forest area estimation and mapping, forest monitoring, forest fire assessment and forest management.

At the national level, important developments have included the formulation and implementation of national forest programmes and reforms in national legislation dealing with forests, land use and natural resources, as well as decentralization and the devolution of forest management to communities.

(g) alt2 Inviting the governing body of the National Forest Programme facility hosted by the Food and Agriculture Organization of the United Nations to establish a fund to support national actions to implement sustainable forest management

Improved coordination of policies and the development of a harmonized framework for national commitments towards achieving sustainable forest management, including international goals and targets and strong national reporting mechanisms on implementing sustainable forest management will help establish a level playing field for the forest products sector and will greatly assist public and political recognition of steps on the road to sustainable forest management.

(n) Review and, as needed, improve forest related legislation, strengthen forest law enforcement and promote good governance at all levels in order to support sustainable forest management, to create an enabling environment for forest investment and to combat and eradicate illegal practices, in accordance with national legislation, in the forest and other related sectors

(c) Integrating national forest programmes into national strategies for sustainable development, national action plans under multilateral environmental agreements and, where appropriate, into poverty reduction strategies

There is a need to explore ways to use available ODA for the forest sector more effectively in promoting sustainable forest management and building respective national capacities.

To achieve this, national forest programmes or similar frameworks should include clear statements explaining why forest related activities are a priority and why external funding is justified.

In addition, considerable efforts are being made to improve natural forest management and recover forest loss through the Forestry Incentives Programme of the National Forestry Institute (INAB).

(a) Assist Parties to develop measures for enhancing integration of the principles of the Convention into their national forest and land use programmes and forest management systems

(b) Provide a tool to national forest and land use programmes for the implementation of the Convention at the national level

(k) Identify and implement measures to enhance cooperation and cross sectoral policy and programme coordination among sectors affecting and affected by forest policies and management, with a view to integrating the forest sector into national decision making processes and promoting sustainable forest management, including by addressing the underlying causes of deforestation and forest degradation, and by promoting forest conservation

Formulation and implementation of national forest programmes, with clear targets and expectations, and with the active engagement of stakeholders, including women and youth, could strategically improve forest restoration.

In addition, the panellists shared national experiences on gender based initiatives to empower women through community based forest management, establishing coastal forests, the regional cooperation efforts of the Asia Forest Partnership and strategies to alleviate poverty through forest management.

Some progress has been made to achieve the integration of the principles of sustainable forest management into country policies and programmes, such as national forest programmes or similar strategies.

CPF members state that, increasingly, national forest programmes are seen as an effective tool for cross sectoral and participatory policy making and for translating international forest related commitments into practice.

There are a number of existing international arrangements that have succeeded in strengthening long term political commitment to sustainable forest management and led to significant improvements in national forest policies, legislative frameworks and standards in line with the principles of sustainable forest management.

To ensure coherent efforts at the national level, clear linkages between national forest programmes and other plans, including poverty reduction strategy papers, are essential.

(w) Promote active and effective participation by major groups, local communities, forest owners and other relevant stakeholders in the development, implementation and assessment of forest related national policies, measures and programmes

(f) Promote complementarity among national forest programmes and action plans under the United Nations Conference on Environment and Development related Conventions to further mainstream sustainable forest management in cross sectoral policies
