After the treaty was signed, the US hosted a nuclear non proliferation summit, a landmark event for the Obama administration, which has made the fight against nuclear proliferation a trademark policy. The few accords reached at the summit, although welcome, are not as significant as the impression that the summit created that world leaders are ready to work together to confront nuclear proliferation.

In the Nuclear Summit Declaration, indigenous peoples declared their unanimous and total opposition to the nuclear power and weapons chain and its devastating impacts and deadly effects on our communities .

In the same vein, it was also disturbing that no agreement was reached on nuclear non proliferation and disarmament at the world summit last month.

The recent world summit demonstrated that States could not agree on the way forward on disarmament, non proliferation and the peaceful uses of nuclear energy.

We are disappointed that in the World Summit outcome document disarmament was not even mentioned nor was the commitment of States to nuclear weapon non proliferation.

The burying of Israeli nuclear waste allegedly continues in a tract of land close to the Syrian border in the vicinity of Jabal al Sheikh summit.

The Moscow Nuclear Safety and Security Summit was a step in the right direction with regard to addressing those critical issues in a more coordinated manner.

This has been the main focus of the biennial Nuclear Security Summit, which began in 2010 with 47 countries and three international organizations. But the NSS has so far restricted its scope to protecting nuclear infrastructure and material from active misuse.

The Non Aligned Movement, at its XIII Summit from 20 25 February 2003, emphasized the necessity to start negotiations on a phased programme for the complete elimination of nuclear weapons with a specified framework of time, including a Nuclear Weapons Convention .

Regretting the lack of any substantive outcome of the 2005 NPT Review Conference, as well as the inability of the General Assembly, at its 2005 World Summit, to reach agreement on matters relating to nuclear disarmament and nuclear non proliferation,

The presence of such issues would have renewed the commitment of States, especially nuclear States, to the pledges they undertook during the Millennium Summit regarding disarmament issues.

This is the major failure of our summit, especially in the light of the unfortunate conclusion of the Nuclear Non Proliferation Treaty Review Conference earlier this year.

Next March, Obama will host a Global Nuclear Security Summit with the aim of developing new means to combat nuclear smuggling and terrorism. In addition, his proposed long term goal of abolishing nuclear weapons will require a great deal of preparatory work before it becomes an operational rather than an aspirational objective.
