Recommendation 1. Programme support activities should be presented on the basis of actual programme support requirements and not on the basis of available programme support resources.

The resulting budget for programme support activities is of the same magnitude and insufficient to fund all programme support requirements.

Table 1 presents the programme budget resource requirements for 2004 2005.

Table 6 presents the programme budget resource requirements for 2006 2007.

No requirements arise in this programme other than core budget funds.

The programme budget proposal for the biennium 2006 2007 has aligned programme of work and resource requirements to reflecting those changes.

The great bulk of such requirements would fall under the programme budget, while limited requirements would relate to the support account for peacekeeping operations.

A simple claim form tailored to the unique requirements of the bedoun programme was designed.

Identifying programme support activities based on actual requirements would enhance budget transparency.

Total full costs of such requirements amount to 89,300 dollars under Section 24, Human Rights, in the programme budget for the biennium 2004 2005. No provisions have been made under the programme budget for these requirements. It will not be possible to absorb these additional requirements of the task force.

Such resources are generated through the programme support arrangement and are clearly insufficient to fund all programme support requirements.

However, the recent implementation of a new web based programme by the United Nations Volunteers Programme in Bonn should assist in better forecasting of requirements.

The total additional requirements for the implementation of the programme of work amount to 1,078,600, as outlined below.

The resources requested under programme support costs relate to requirements of the Office of the Assistant Secretary General.

The new arrangement includes a programme support budget that is based on actual requirements and not on available programme support resources.
