Recommendation 1. The Department of Management should promulgate a policy on risk management and distribute it to all offices away from Headquarters responsible for securing insurance coverage.

I shall also take measures, through the newly established Secretariat Department of Safety and Security, to make our risk management system more robust so that humanitarian workers can undertake their life saving operations in high risk areas without unduly endangering their own lives.

While the Customs Department does not have a unit specifically dedicated to risk management, the Department's Enforcement Division does manifest profiling, business profiling as well as the profiling of persons, all based on intelligence gathering to enable the identification of high risk goods.

The internal auditing department shall inform the compliance department of the auditing situation and conclusion upon completion of the internal auditing, while the latter may, in light of the compliance risk monitoring situation, take the initiative to propose suggestions to the former.
