60. The Division comprises the Mission Planning Service, the Civilian Police Unit and the Training Unit.

65. The Office of the Chief of Service supervises, manages and organizes the work of the Mission Planning Service, which comprises the Generic Planning Unit, the Mission Development Unit, the Rapidly Deployable Mission Headquarters and the Standby Arrangements Unit.

The P 2 post will be redeployed from the Procurement Unit and the 4 Field Service posts from the Communications Unit.

The Armed service Pension Unit is administered by an Assistant Director of Pensions.

In addition, the unit would receive administrative backstopping from one Field Service category staff.

The messenger sub unit has a particularly high concentration of low level General Service posts.

The corporate structure will comprise the executive office, audit, a strategic analysis unit and a product service performance unit responsible for assessment and quality control.

It is also proposed that a Logistics Operations Unit and a Fuel Control Unit be established in the Office of the Chief of the Service.

The P 4 post was assigned to head the Arabic Language Unit, and one of the six General Service posts was allocated to each language unit.

Although the Claims Administration Unit was responsible for processing the claims of the Finance Management Support Service, the status of letters of assist maintained by the Service sometimes showed differences when compared with the status report of the Claims Administration Unit.

40. The Unit currently has three General Service posts for accounting assistants funded from the support account.

A firm link with the Lessons Learned Unit is required, as it is with the Medical and Training Units, the Civilian Police Unit and the Mine Action Service.

The three remaining General Service (Other level) posts in the Sales Dispatch Unit have been proposed for abolition.

36. The five posts currently funded from the support account in the Payroll Section are allocated as follows one P 3 to the Travel and Reimbursement Unit, three General Service posts to the Accounts Payable Unit and one General Service post to the Office of the Chief.

It also suggested the establishment of an administrative and technical unit to service the intersessional process of the Review Conference.

The Medical Support Unit has been transferred to the Logistics and Communications Service of the Field Administration and Logistics Division.

(c) Staffing for the Property Disposal Unit is proposed by establishing three new posts (one additional Field Service post, one United Nations Volunteer position and one national General Service staff post).

Additionally, the sub unit is no longer able to provide dedicated service to major conferences and, as is customary, to the various offices which require dedicated service during the General Assembly.

As a result, the Unit was able to service triple the average number of customers per day, while reducing the annual time required to service their requests by 776 business days.

The Committee notes from paragraphs 109 and 115 of annex I to the report, that one of the two proposed additional posts is requested for the Africa Unit (one General Service (Principal level)) and the other for the Europe and Latin America Unit (one General Service (Principal level)).

58 257. Report of the Joint Inspection Unit on reforming the Field Service category of personnel in United Nations peace operations

The major challenge faced by the Monitoring and Evaluation Unit is its limited staffing resources (1 Professional and 1 General Service).

2 The unit cost for the General Service category is 4.6 million divided by 304 staff members, which amounts to 15,131.

82. The Strategic Planning Unit should be staffed by one P 5, one P 4 and one General Service staff member.

In the Investigative Unit in Nairobi, the Office is proposing 4 Investigators (P 3) and one Investigative Assistant (General Service (Local level)).

In the Investigative Unit in Vienna, the Office is proposing 4 Investigators (P 3) and one Investigative Assistant (General Service (Other level)).

As previously reported, the Police Reserve Unit received closely supervised in service training until its first operational deployment on 29 November 2004.

In addition, the Medical Support Unit has been transferred to the Logistics and Communications Service of the Field Administration and Logistics Division.

The Committee recommends against the approval of 13 additional posts (1 P 2 and 12 General Service) for the Document Indexing Unit.

Of these posts, 13, in the Investigations Unit in Vienna (1 P 5, 2 P 4, 3 P 3 and 2 General Service (Other level)) and the Investigations Unit in Nairobi (2 P 4, 2 P 3 and 1 General Service Local level), are funded from the support account for Peacekeeping Operations.

The distribution of the 23 posts by offices and grades is as follows one P 5, 11 P 4 and one General Service for the Mission Planning Service, three P 4 and one P 3 for the Civilian Police Unit and four P 4 and two P 3 for the Training Unit.

The conversion of a General Service (Other level) post is requested for the Information Technology Unit for the performance of production control functions.

During the biennium, staff within the sub unit have been attracted by the availability of higher level General Service vacancies in other offices.

Approximately 30 armed criminals, who had planned in advance assaults on Government facilities, attacked the patrol and sentry service and a military unit.

79. The one Professional post funded from the support account has been assigned to the Wide Area Network Unit of the Telecommunications Service.

It is proposed to strengthen the Unit with four additional posts for a Chief of the Unit (P 5), a Judicial Officer (P 3), a Corrections Officer (P 3) and an Administrative Assistant (General Service (Other level)).

From those and other internal observations, the Department of Peacekeeping Operations instituted the Air Safety Unit and the Air Operations Unit within the Transport Section of the Logistics and Communications Service, the Field Administration and Logistics Division.
