Provision is made for an average strength of 4,513 military personnel, 146 international staff and 382 local staff for a total of 60,492 person months in accordance with the standard rate of 1 per person per month.

Requirements of 1,174,100 for salaries for local staff were based on the deployment of 1,395 person months at an annual salary of 10,100 per person. Actual deployment of local staff amounted to 1,299 person months, resulting in unspent resources of 159,600 under this heading. During the reporting period, the number of local staff increased from 86 in July 1996 to 110 in June 1997. The related vacancy rate decreased from 42 to 10 per cent, respectively.

Staff members located in offices away from Headquarters would then have immediate access to a person with whom they could interact directly.

Provision is made for mission subsistence allowance for 12 international staff for 12 months at a daily rate of 85 per person.

These changes resulted in a net increase of 802 person months without additional cost because of the lower cost of local staff.

The 300 person unit will provide round the clock security to offices and staff residences, as well as security patrols, a quick reaction response in emergencies and armed escort for staff travelling in Somaliland .

2. In the course of its investigation, OIOS reviewed available relevant documents and conducted interviews with United Nations staff members, in person for those at Headquarters and by telephone with staff in the field.

9. As indicated in paragraph 8 of the report, the 15 person medical unit and most of the support staff were successfully deployed in August 1998.

So would application of the judgement to staff members serving under the 100 and 300 series of the Staff Rules, including those identified in resolution 52 219, since the judgement links eligibility to the fact that a person is a staff member, without requiring any qualifying period of prior service.
