11. Despite all efforts to ensure staff security and safety, 22 staff members had lost their lives during the reporting period that was more than twice the number reported the previous year.

During the reporting period, 31 UNRWA staff members were arrested and or detained by the Israeli authorities, and the Agency continued to be systematically refused access to members of its staff in detention.

The ethics office will not replace any existing mechanisms available to staff for the reporting of misconduct or the resolution of grievances.

The policy for protecting staff against retaliation for reporting misconduct is not yet finalized and will be the subject of further consultations.
