Supplementary information provided by the mission shows that the projects will be in the areas of disarmament, demobilization and reintegration (6 projects), public utilities (14 projects), gender (5 projects), education (33 projects), health (19 projects), HIV AIDS (13 projects) and the media (10 projects).

There shall be established a Special Account for financing pre projects and projects.

The excess in individual projects ranged up to 418 per cent.

Gender centres were active on all eight Objectives, particularly the Objective 3 on gender equality.

Funding is exclusively granted to projects and a stronger emphasis is laid on result oriented projects.

1. National projects

Several projects have been conducted in these different disciplines.

China was used as a special case.

It has one research network and two technical cooperation projects on plant protection, specifically on the area wide control of insect pests.

The duration in respect of 130 individual projects ranged from two to four times the originally planned duration.

For individual customs training projects, which are part of an RMP but have a separate project number, 100 of PCRs due have been received.

For each of the other four country projects, however, there was no consideration of national execution as the preferred option and there was no assessment of the Government s capacities or willingness to manage the project concerned.
