8.53 The amount of 1,911,900 provides for seven existing posts, other staff costs and various non post items.

Staff costs account for 64 per cent of the regular budget, of which 60 per cent represents the cost of area staff and four per cent represents the cost of international staff.

With respect to the reduced requirement under common staff costs, the realized costs reflect lower than budgeted common staff costs rate.

8.47 The amount of 5,696,900 provides for the continuation of 21 posts and various non post items.

It includes a net increase of 30,000 resulting from additional requirements for general temporary assistance offset by reductions under consultants and experts and travel of staff.

No provision is made for staff assessment.

Provision is made for common staff costs for both international and locally recruited staff.

a) The regular budget comprises recurrent staff and non staff costs.

23.9 The resource requirements for the biennium 2006 2007 under this section amount to 63,194,500, before recosting. Of that amount, 62,786,300 represents the requirements of the Office of the High Commissioner for Human Rights and 408,200 represents the requirements of the Committee on Missing Persons in Cyprus.

Increased requirements under non post requirements relate to contractual services, general operating expenses and furniture and equipment offset in part by reduced requirements for other staff costs, consultants and experts, travel of staff and supplies and materials.

Provision is made for the requirements of additional civilian personnel at an average cost of 28 per person month for a period of 7.5 months.

Provision for travel on transfer as well as on appointment and separation from service was provided within the common staff costs provisions.

Other Member States noted that funding for staff representation was provided exclusively through union dues.

The requirements arose from costs relating to salaries and benefits for military liaison officers, international staff, national staff, and air transportation requirements.

Savings were offset in part by additional requirements under consultants and general temporary assistance due to the retention of advisers of the Civilian Support Group beyond 31 December 2003, under United Nations Volunteers because of higher average monthly costs for Volunteers than budgeted, and under national staff as a result of a higher than anticipated incumbency rate.

(v) General temporary assistance funded positions

A minimum level of funding was agreed on for training editorial staff during 2005.

Requirements for repatriation travel of 4,261 troops are estimated at 2,234,100.

The provision was based on the original operational requirement to replace 40 medical support personnel by 15 military medical personnel by 1 October 1996.

Provision is made for a daily allowance for incidental personal expenses to 1,230 contingent personnel at the rate of 1.28 per person per day.

(b) A provision for 15 international professionals, to be deployed in a flexible manner to strengthen office capacity in crisis prevention and recovery activities as the need arises.

Breakdown of general temporary assistance requirements

It provided for 37 international staff and 99 national staff.

Provision is also made for the rental of accommodations for each crew at the rate of 500 per crew per month. ( 6,000).

The additional requirement of 98,700 results mainly from higher than budgeted staff costs owing to the unforeseen general temporary assistance requirements related to the implementation of the enhancements for the Galaxy e Staffing module in the Operational Services Division of the Office of Human Resources Management.

The decrease in common staff costs is also partly due to the realized costs, which are lower than the budgeted rate.

The total reduction in resources under this heading is partially offset by increased requirements for local staff costs which reflect a 12.5 per cent increase in the local staff salary scale for Cyprus, effective 1 January 1997.

Provision is made for 52 international staff and 165 local staff.

Provision is made for one round trip rotation for 775 contingent personnel and two round trip rotations for 133 support personnel at the rate of 1,400 per round trip.

The resources for general temporary assistance of 369,400 reflect an increase of 266,200 in relation to requirements for 2004 05.

The amount of 225,300 for non post requirements provides for general temporary assistance ( 52,000) consultants and experts ( 82,700) and travel of staff ( 90,600).

Provision is made for common staff cost rates for internationally recruited staff ( 1,583,800) and for locally recruited staff ( 420,000).

The non post requirements of 237,500, with an increase of 106,900, are to provide resources for general temporary assistance, overtime and travel.

IS3.75 The provision of 11,600, reflecting an increase of 5,000, would cover the travel of staff to attend regional meetings with a view to promoting the ESCAP conference centre.

The non post requirements of 221,100 are required for other staff costs ( 31,700), consultants and experts ( 104,200) and travel of staff ( 85,200).

The amount of 6,282,800 provides for the salaries, common staff costs and staff assessment for 45 continuing posts.

The amount of 432,300, at the maintenance level, for non post requirements provides for other staff costs ( 73,800) consultants and experts ( 219,100) and travel of staff ( 139,400).

Provision is made for the emplacement and repatriation travel of eight observers at an average cost of 3,500 per person round trip.

15. The Advisory Committee notes that the proposed requirements for civilian costs amount to 141,036,900, or 74 per cent of the proposed cost estimates.

The estimated non post requirements, at the maintenance level, will cover the travel of staff for purposes of training and to provide stress counselling to staff in the field, contractual services for the preparation of training material and communication costs.
