81. The new Protection of Children and Young Persons Act.

Protection within the meaning of this Law is provided through ensuring certain rights and forms of protection of children such as child supplement, special supplement, assistance in kind for a new born baby, and protection forms such as care and education for preschool children, rest and recreation of chidden and other forms of protection.

The Committee welcomes the planned enactment of legislation to protect the rights of children, specifically aimed at protecting their rights and interests.

In terms of legislation, a children apos s protection code had been adopted in November 1995, under which a network of child protection officers had been established throughout the country.

For example, the Government of India reported the establishment of a National Commission for Children, with a focus on child protection, and Pakistan has established national child protection centres for child protection.

The new Child Protection Code, adopted in November 1995, provided for a network of child protection officers throughout the country to promote preventive action for children in difficult circumstances.

The Committee welcomes the adoption of the Sexual Offences Act of 1995 which protects the child against incest, but is concerned that the Offences Against the Person Act protects only girl children from rape and not boys, and that there are no local laws that specifically deal with the issue of protecting children against psychological violence.
