The Children Act (Act 33 of 1960) makes it an offence for the parent, guardian or custodian of a child to cause or conduce , or to allow a child to reside in a brothel.

280. Such a system should include all children, with specific emphasis on vulnerable children and children in especially difficult circumstances, including those who are victims of abuse or ill treatment, child workers, children involved with the administration of juvenile justice, the girl child, children of single parent families and children born out of wedlock, abandoned, institutionalized and with disabilities.

The Act also set out the rights and responsibilities of the Nigerian child and provided for a child justice administration.

42. The representative of the United States noted that the sale of children, child pornography, child prostitution and sex tourism were already prohibited under the laws of the United States.

A comprehensive act was designed to cover children in need of care and protection, children in care, and children detained or brought before a court.

The Children apos s Act, No. 20 of 1991, came into force on 1 July 1992, replacing an older Children apos s Act of 1981.

3. The mandate of the Special Rapporteur comprises three elements sale, prostitution, and pornography which are, prima facie, distinct and separate.
