The recommendations were subsequently incorporated into a guidance note to the resident coordinator system distributed by the Consultative Committee on Programme and Operational Questions.

Input from the resident coordinator system should be prepared in full consultation with the national Government.

A great deal of coordination activity has been undertaken by the resident representatives, who are for the most part also the resident coordinators of the United Nations system, to implement the recommendations of ACC.

This has included the consolidation of country level initiatives through the United Nations resident coordinator system under which the UNDP resident representative also serves as the United Nations system resident coordinator.

The new resident coordinator system should, in consultation with national Governments, strengthen the implementation of Agenda 21.

These recommendations included strengthening the candidate nomination process by developing and adopting standardized criteria across all agencies, introducing competence assessment exercises into the RC Assessment Centre, improving and systematizing the RC induction process and reviewing the terms of reference of RCIG and IAAP to clarify their mandates.

32. Resolution 50 120, paragraph 39 addresses the role of the resident coordinator in facilitating a coherent and coordinated follow up to major international conferences, in full consultation with national Governments.

It should also be noted that resident coordinators and the host Governments are consulted on the formulation of a particular vacancy announcement for the resident coordinator position.

In order to enable the resident coordinator to function as an advocate for the mandates of all United Nations organizations, the proposal is put forward that he she should be selected from an organization with no sector specific mandate.

The resident coordinator, in full consultation with Governments, should facilitate a coherent and coordinated United Nations follow up to major international conferences at the field level.

This will be accompanied by agreements on procedures for a common assessment of the performance of Resident Coordinators by all members of the UNCTs, which will help to ensure that Resident Coordinators exercise oversight of the design and implementation of the UNDAF in a fully participatory manner.

A. Resident coordinator system

The overall coordination in country falls under the responsibility of the United Nations Resident Coordinator in Moscow, who is also the UNHCR Representative and DHA Coordinator.

The United Nations resident coordinator and the Country Management Team are supported by a coordination secretariat responsible for facilitating the work of the resident coordinator system and assisting the Country Management Team.

In 2004, the UNDG trained 50 resident coordinators, 35 of whom were new to the resident coordinator function.

III. Follow up to global conferences and the role of the resident coordinator system

The lessons learned have been incorporated into the synthesis report and a set of guidelines for use by the United Nations resident coordinators have been prepared.
