People began to register with family doctors in 1997.

As at 9 May, 15 registration offices, out of 409 planned offices, have opened, and more than 16,000 citizens have registered, out of approximately 4 million citizens eligible to vote.

Because of its limited function, and in marked contrast to classic registration, registration under the draft Convention required the placement on public record of a very limited amount of data.

6. Since the birth certificate or naturalization paper, as a nationality certificate, is essential for personal registration, the laws governing the civil registry offices require them to be public, so that anyone can request an attestation from their records.
