The Law decentralized the criminal jurisdiction of the Appeals Courts and empowered the High Courts (Tribunaux de grande instance) to sit, as a first instance, in criminal cases punishable by life imprisonment or by capital punishment.

B. Ordinary criminal legislation

The Division rendered advisory services in connection with the new Criminal Code and Code of Criminal Procedure drafted in Belarus and the proposed Criminal Code of Ukraine.

On 29 July, the Parliament gave its authorization for the adoption of the penal code and of the penal and civil procedure codes by government decree.
