Convention of the International Labour Organization No.122 concerning employment policy (Geneva, 17 June 1964)

The International Labour Organization (ILO), for example, advocates the measurement of employment and income contributions by informal household enterprises in countries with a view to promoting appropriate governmental policies.

Thus, despite the Government apos s stated policy of undertaking further commitments to strengthen the labour inspectorate and introduce changes in the monitoring and enforcement of labour standards, including through the proposals on economic policy and labour legislation contained in recently signed agreements, the possibilities for ensuring effective implementation of the new proposals continue to give grounds for concern to the Committee.

What programmes and policies have been implemented by the Department of Welfare and Labour Protection, Ministry of Labour and Social Welfare's office on home workers, and are there plans to bring home workers and other workers in the informal sector under the Social Insurance Act?

These measures have been drawn from the National Health Policy, Education Sector Reforms, Labor Policy, Access to Justice Program, Police Reforms, Poverty Alleviation Program etc.

The importance of equal opportunities and equal treatments, which includes equal remuneration of men and women workers, has been clearly stated in the Labour Protection Act of 1998 and the policy of the Ministry of Labour.

In that context, it suggests that the State party retain the integration of women and young people in the labour market as a priority policy.

ILO has facilitated exchanges among various centres of excellence in the field of labour administration.

The Committee recommends that the State party ratify ILO Conventions Nos. 122 (1964) concerning Employment Policy and 174 (1993) concerning the Prevention of Major Industrial Accidents.

116. The role of active labour market policies.

ILO considered the pursuit of a policy of equal treatment for all to be not only a way of protecting migrants, but also an incentive for fairness in ensuring that the cost of migrant labour became equal to that of national labour.

The approach taken by ILO focused on respect for international labour standards the fine tuning of national policies to prevent violence against women and combat trafficking in women sustainable poverty reduction through improved access to decent work and the elaboration and implementation of policies in the workplace to prevent employee assaults and discrimination in all its forms.

The ILO Tripartite Declaration of Principles Concerning Multinational Enterprises and Social Policy was mentioned as a reference point for the debate.

Administrative Framework The administrative framework relating to labour issues is the Ministry of Labour, Manpower and Overseas Pakistanis at the federal level and the Labour Departments at the provincial level.

The Charter accordingly declares the State policy on workers apos basic human rights, employment services, conditions of employment, labour administration, industrial relations, social security, the employment of women, children and young persons, and workers apos welfare.

Finally, and perhaps most important, the population of working age individuals is no longer growing, a result of the 35 year long policy of restricting most families to no more than one child. Although the government recently replaced the one child limit with a two child limit, it will be nearly two decades before that change can increase the size of the working age population.

Tunisia is convinced that youth employment policies should not be confined to intervention in the labour market, but include social, educational and fiscal dimensions as well.

ILO Convention 172 concerning Working Conditions in Hotels, Restaurants and Similar Establishments calls for policies to ensure improvements.
