The official policy of the Ministry of Labour and Social Security embodies several of the labour principles set forth in the Peace Agreements creation of fairly paid jobs, reorientation of labour relations towards consultation and collective bargaining, the necessary changes in labour legislation to promote the enforcement of labour law, decentralization and expansion of labour inspection services and special attention to women s employment.

105. It has to be taken into account, however, that the situation in the labour market continues to be relieved to a considerable extent by the use of active labour market policy instruments.

The reason is that other financial resources are available (i.e. under municipal labour market policy and grants from the European Social Fund (ESF)) for the direct promotion of labour force participation and economic independence.

In combination with measures under the Employment Promotion Act (Arbeitsförderungsgesetz AFG) this programme complements and reinforces the labour market policy instruments.

84. In 1992, the Ministry of Labour and Social Policy completed work on amending Part X of the Labour Code. The draft changes to this part were included in the draft act concerning the change of the Act Labour Code and the change of certain Acts.

The importance of equal opportunities and equal treatments, which includes equal remuneration of men and women workers, has been clearly stated in the Labour Protection Act of 1998 and the policy of the Ministry of Labour.

672. The Committee recommends that the policy and law in relation to child labour be reviewed and that the State party consider ratifying International Labour Organization Convention No. 138 on minimum age for admission to employment.

A senior Labour Party source told The Sunday Times 'A policy review is expected to be announced before the end of the year.

A Labour Party spokesman said 'A four day working week is not party policy and it is not being considered by the party.'

The government is pressing forward with active policy measures in the labour market designed to diversify and extend access to all population groups.

In April 1996, in Washington, D.C., ILO also participated in Working Group 3 on Modernization of the Ministries of Labour and information on labour markets and was requested to prepare a study on the modernization processes being carried out in Ministries of Labour in the region, including policy recommendations and guidelines for action.
