In Australia, law enforcement agencies had established chemical diversion units, which worked extensively with suppliers of chemicals and equipment that could be used in the illicit manufacture of drugs.

The UNEP Chemicals programme will continue to cooperate with other organizations participating in the Inter Organization Programme for the Sound Management of Chemicals (IOMC) and the Intergovernmental Forum on Chemical Safety (IFCS) in the preparations of and follow up to the International Conference on Chemicals Management.

Other measures under the governance category would include the development of systems for emergency preparedness and response in the case of chemical accidents, the enactment of legislation concerning chemicals use in protected areas, the development of liability and compensation schemes in relation to damage to human health and the environment caused by the production and use of chemicals, and action to prevent and detect illegal trafficking of chemicals and hazardous wastes.
