The Working Group on the Consultative Process and Working Arrangements of ICSC was established by the Commission at its spring 1997 session in response to a request by the Coordinating Committee for International Staff Unions and Associations of the United Nations (CCISUA), supported by ACC and the Federation of International Civil Servants Associations (FICSA), to review the functioning of the Commission.

The ICC Sub Committee on Accreditation continues to act in an independent capacity, though its recommendations must be endorsed by the ICC itself.

COMMITTEE FOR PROGRAMME AND COORDINATION

69. Administrative Committee on Coordination (ACC).

ICC Members Institutions which have been accredited by the ICC, serve for a two year period and are eligible for re election.

As chairman of the Coordinating Committee, UNHCR collaborated with OAU and the other members of the Committee in a consultative process to expand the mandate and enlarge the membership of the Committee, which culminated in the twenty fifth session of the Coordinating Committee held in Maputo in 1997.

The terms of reference of the Working Group (see appendix I) were drawn up to reflect the views expressed by the Coordinating Committee for International Staff Unions and Associations of the United Nations System (CCISUA), the Federation of International Civil Servants Associations (FICSA) and the representatives of the Consultative Committee on Administrative Questions (CCAQ).
