II). The main reason for these different trends lies in the relative contribution of official development finance (OF)7 and private flows in total flows and the divergent trends in these two types of flows.

The Union as a whole, counting both member States apos bilateral contributions as well as the Community contribution, was the largest donor, accounting for 43 per cent of total contributions in 1995.

They accounted for only 8.5 per cent of total expenditures of UNCTAD's technical cooperation, and amounted to 2.3 million, a decrease of more than 50 per cent as compared with the previous year.

Official flows make up almost half of the total financial transfer to these countries, though the share is declining (see table 5).

These countries urgently need to reduce pressure on their budgets, which are financed from meagre resources.
