When adopted, the constitution and the electoral law will provide the framework for the upcoming elections.

Preparations began immediately for the legislative elections, which were then rescheduled for 18 September 2005.

We expect that the forthcoming conference in Rome will adopt the statute of the court, paving the way for its establishment at the earliest possible date.

The success of the elections, and of the recent presidential elections, and the holding of the forthcoming Legislative Council elections would make a significant contribution to the strengthening of national institutions and the rule of law.

Training courses for circuit court judges, magistrates and justices of the peace will commence as soon as their appointments have been finalized.

The Ivorian parties also reaffirmed the need to hold presidential elections in October 2005 and legislative elections immediately thereafter.

Summary of official meetings

Armenia had carried out significant legislative and judicial reforms and a referendum on constitutional amendments was about to take place.

The elections for the Palestinian Legislative Council will follow the presidential ballot.

I should like, however, to stress one point, that is, the efforts that now need to be made with regard to the local, legislative and presidential elections to take place this fall.

A steering board and five working groups have been established and are convening, including two meetings held this week, on legislation and on pilot projects which are to be established shortly.

The law would be reviewed article by article, so that it could be voted and promulgated immediately after the referendum scheduled for 18 December 2005.

The electoral law must be considered by Parliament without delay

The United Nations was glad to have been able to provide assistance to the electoral authorities and would do so again for the upcoming Palestinian Legislative Council elections.

The United Nations has continued to work in close partnership with the Independent Electoral Commission for Iraq throughout 2005 in preparation for the upcoming electoral events.

104. It would be desirable for the competent authorities to envisage reforms of the Electoral Act, as the Special Rapporteur was told they would, so as to provide, for the legislative elections to be held in 1997, a legal framework which will guarantee that elections are both clean and credible.

We are fully confident that the fraternal people of Iraq will eventually overcome this difficult period in their history and that they will persist in building democratic institutions, in adopting the text of their new constitution and in laying the ground for the forthcoming legislative elections.
