The review will be conducted through a broad consultative process involving Member States, heads of departments and offices, programme managers, chiefs of administration, human resources practitioners, central review bodies, staff unions and staff at large.

The Committee commends management for implementing the performance appraisal system (PAS) as an effective management tool encouraging dialogue between supervisors and staff.

Similarly, supervisors and managers will be encouraged to provide coaching and mentoring to staff members through in house and on the job professional development.

29. On the basis of the above mentioned principles, the Secretary General consulted management and staff, through the Staff Management Coordination Committee, on the implementation of a step by step approach towards the development of a performance recognition programme.

4. The Task Force, composed of human resources experts from the public and private sectors worldwide and chaired by the Assistant Secretary General for Human Resources Management, was constituted in January 1998 and received inputs from management and staff.

Indicators that would provide an insight into the capability of the customs administration include the level and experience of management (number of years service, number of managers at the different levels), the management staff ratio and the deployment of management, number of staff and the deployment of staff, entry qualifications to join the service, extent of training provided (formal training and on the job training).

In Malta, accountability for gender mainstreaming is ensured through the performance management contract of senior officials in the public service and the performance management programme of other officers.

The successful creation of this new organizational culture requires the active participation of three major partners, namely, staff, management and the Office of Human Resources Management.

79. The Board of Auditors wishes to express its appreciation for the cooperation and assistance extended to its auditors by the Executive Director and the staff of the Programme.

The law also gives women the right to equal pay with men for equal work and decisions determining the minimum wage are issued in every government at least annually by the Minister of Social Affairs and Labour, without discrimination between women and men, at the proposal of a competent committee comprising representatives of the Ministry of Social Affairs and Labour, the Ministry of Industry, employers and workers.
