The new organizational structure for procurement was commodity based, with the Commodity Procurement Section being organized into various clusters, each being responsible for an identifiable range of commodities.

The Commodity Procurement Section has been organized along the lines of commodity clusters whereby the staff resources in each cluster manage each transaction from start to finish.

Thus, the emphasis was changed to the commodity or service being procured rather than on the location of the office or field mission for which it was being purchased.

UNPD further contended that it is not possible to equate organizations with a small number of procurement staff that purchase a limited number of commodities on a repetitive basis with an organization that purchases several thousand different commodities and complex services with the same or similar number of staff.

In addition, cash purchases from local suppliers would replace international procurement of food ration commodities, thereby supporting local economies.

In such cases, the procurement sections would resort to pre qualified or known suppliers for the requisitioned goods and services.

This restructuring of the Commodity Procurement Section has allowed the removal of one level of supervision in the Procurement and Transportation Division, thus flattening the hierarchy and increasing operational flexibility and responsiveness to procurement demands.

UNCTAD has also outlined a number of measures for international procurement and the trading of strategic food commodities, including a seminar on commodity trading and commodity supply management.

4. Commercial, procurement and transportation services

The Board noted that the Purchase and Transportation Section of the United Nations Office at Geneva is currently considering new procurement practices to provide more flexibility for small purchases below an agreed threshold and a volume purchase agreement to supply all other such purchases on the basis of a monthly invoice.

Goods and services were often not procured from the lowest bidders and the related procurement files were incomplete, without an adequate audit trail.

Provision is made for the purchase of cleaning materials.

It notes that in February 1996, UNMIH management circulated a list to requisitioners setting out purchases made in the previous six months, grouped by commodity.

7. The Advisory Committee notes from paragraphs 14 and 15 of the report of the Secretary General that the Procurement and Transportation Division has been reorganized into two sections, namely, the Commodity Procurement Section and the Support Services Section.

As indicated in annex VI to the report, the volume of procurement orders processed by the Procurement and Transportation Division was 396.4 million in 1995, with 24 Professional and 37 General Service staff in the Commodity Procurement Section.

Upon enquiry, the Committee was furnished with the organizational chart of the Commodity Procurement Section (see annex to the present report).

Procurement of goods and equipment is a core activity for the Office, forming the main component of many of the projects undertaken on behalf of clients for 1996 total international procurement of goods and equipment amounted to 140 million (representing 1,158 purchase orders), with additional local procurement of 26,000.
