My delegation welcomes the proposed establishment of a peacebuilding commission.

The Hungarian delegation supports the proposal to establish an ad hoc committee, as put forward by France.

Her delegation had also proposed that a standing bureau should be established to provide improved continuity and better preparation of meetings.

The Special Committee further recommends that the Department of Peacekeeping Operations discuss plans for provision of welfare and recreation facilities with troop contributing countries during the predeployment assessment conducted by the Force Generation Service and that the provision of such facilities in missions be monitored by the Department of Peacekeeping Operations, using existing monitoring mechanisms, while troops are deployed.

I put a team together, a little over 13 months ago, got up to 20 some odd people.

Several delegations made reference, in that respect, to the recommendation of the High level Panel regarding the establishment of a Peacebuilding Commission.

Gender units also provide technical advice to disarmament, demobilization and reintegration teams, including advising on the design of cantonment sites and meeting the specific needs of women and girls associated with armed forces and groups.

One delegation suggested that thematic topics, such as capacity building, be included as specific items in the regional reviews presented to the Standing Committee.

Similarly, the Advisory Committee recommended acceptance of the Secretary General's proposal for UNIFIL which, like UNDOF, was a long standing, stable, and well run mission.

My delegation fully supports the proposed reform of the Economic and Social Council and endorses the establishment of the Peacebuilding Commission.

Development of a professional police service.

To attain the communications goals set by the Secretary General, and drawing on recommendations of the Task Force, I am examining very carefully the recommendations regarding the establishment of regional hubs.

The Chinese delegation will seriously prepare for and actively participate in the Review Conference, as well as in the preparatory meeting, and will play a constructive role.

The participation of many UNCTAD member States, including at the level of Ambassadors and Heads of Missions, was testimony to the interest in the Doha Work Programme (DWP) and the constructive engagement of all in consensus building in UNCTAD.

It should strengthen work on the BIOTRADE Initiative and the UNEP UNCTAD Capacity Building Task Force on Trade, Environment and Development (CBTF) .

The Group took note of the offer made by the Austrian Government with regard to the new conference facilities, but would like to have an updated report, for consideration at the next session of the Board, on the rationale for additional conference facilities for UNIDO and the estimated additional costs to be borne by Member States for the construction of the facilities, the installation of equipment and maintenance costs.

The Group had tabled some constructive proposals on the draft agenda items for the forty third regular session of the Board and the first sessions of the Commissions, and he was glad that some of those proposals had now been included.

My delegation will reaffirm those interpretative criteria in the deliberations to be held to establish the Peacebuilding Commission.

The Rio Group believes that the report of the Secretary General deserves constructive consideration by all Member States.

Most delegations endorsed the proposal to create a compensation committee in favour of the victims.

We also thank the delegation of Mexico for submitting a proposal that enabled Member States to reach agreement on the Convention within the Ad Hoc Committee.

One of these groups, the Inter Agency Standing Committee Task Force, was established in May 2002 by the Inter Agency Standing Committee and the Executive Committee on Humanitarian Affairs. The major achievements of the Task Force were outlined in its final report, of June 2004.

The Committee was informed that these proposals reflect a reinstatement of the staffing levels that existed before the reduction in the military component of the Force took place.
