The European Union considers that the concept of security includes the dimensions of both State security and human security.

The CSTO Committee of the Secretaries of Security Councils is responsible for coordination of efforts of national bodies of the CSTO member states in matters of joint response to the threats and challenges to security.

Recalling also the Convention on the Safety of United Nations and Associated Personnel,

Responsible States provide safety for their citizens and security to their neighbourhood.

The center should respect national sovereignty and the independence of national security assets of its member states.

Nevertheless, national security personnel continued to assert arbitrary powers of arrest and detention.

The vetting process for the law enforcement personnel from the Bureau of Immigration, the Ministry of National Security and Roberts International Airport has also been completed.

Member States must be willing to cover the costs of ensuring the safety and security of United Nations personnel.

IV. STATUS OF THE CONVENTION ON THE SAFETY OF UNITED NATIONS AND ASSOCIATED PERSONNEL

12. The Committee had expressed concern about the issue of ensuring the safety and security of United Nations personnel and had called upon Member States to ratify the Convention on the Safety of United Nations and Associated Personnel so as to ensure its entry into force.

It welcomed the Secretary General's efforts to review existing security arrangements, as well as the work of the United Nations Security Coordinator to strengthen safety and security for United Nations offices and personnel in the field.

The security level has been lowered from Phase V to Phase III by the Office of the United Nations Security Coordinator, but the safety and security of United Nations staff and installations remain a cause of concern.

Members include the AIVD, national police service, Public Prosecution Service, FIOD ECD, Customs, Royal Military Police, and national security coordinator.

For example, there has been an increase in the number of professional level Field Security Officers who work under the direct supervision of the Designated Official (a senior official, normally the United Nations Resident Coordinator, responsible for security of United Nations staff and property at the duty station) and the United Nations Security Management Team.

Such a mechanism might encompass training, logistics, financial support, the provision of security personnel and the monitoring of national security arrangements.
