We associate ourselves with the statements made by the delegation of Malaysia on behalf of the Non Aligned Movement, the delegation of Jamaica on behalf of the Group of 77 and China and the delegation of Malawi on behalf of the African Group.

In the light of other delegations' explanations of position, my delegation would like to make the following comments.

I now wish to make a few remarks on behalf of the delegation of Brazil.

Each Party participating in a session shall be represented by a delegation consisting of a head of delegation and such other accredited representatives, alternate representatives and advisers as it may require.

71. 9. The Special Representative also met with ambassadors and heads of diplomatic missions, including the chief of the European delegation in Rwanda.

The Permanent Mission of Cuba to the United Nations presents its compliments to the Mission of the United States of America to the United Nations and wishes to make reference to note verbale HC 11 98 of 21 March 1998 from the United States Mission addressed to the Permanent Mission of Cuba, and to the circular note attached to the said note verbale, which was sent by the United States Mission to all Permanent Missions and Observers.

The United States Mission had worked very closely with two of the missions that had made interventions on visas during the meeting, namely, the Permanent Mission of Cuba and the Permanent Mission of the Russian Federation.

Of that amount, half was owed by 2 missions, 30 per cent was owed by 6 missions and smaller amounts were owed by another 15 missions.

Her delegation appreciated the flexibility shown by the delegation of Japan.

My delegation associates itself with the statement made by the representative of Jamaica on behalf of the Group of 77 and China.

We are dealing with the Chair's proposal and not with a United States proposal or any proposal from any delegation or group of delegations.

My delegation would like to associate itself with the statements made by the representatives of Namibia on behalf of the African Group, Lesotho on behalf of the countries members of the Southern African Development Community (SADC) and Jamaica on behalf of the Group of 77 and China.
