Parallel to that development has been the initiative by Malta, at the Second Inter Parliamentary Union Conference on Security and Cooperation in the Mediterranean, held in Malta from 1 to 4 November 1995, to set up an association of Mediterranean States, open to all the Mediterranean coastal countries and to those countries whose destiny is directly linked to that Sea, according to modalities to be defined.

Developing countries account for a striking 78 91 percent of the countries where five of the seven species of sea turtles live, and 61 percent of these countries are home to two or more turtle species.

These efforts place Tunisia in a leading position among the Mediterranean countries having emigrant communities with regard to the benefits furnished to their non resident nationals.

As a responsible maritime State, the Republic of Korea will continue to participate actively in the ongoing process of ensuring sound governance of the oceans and seas.

Cooperating national centres in the Mediterranean region include the National Authority for Remote Sensing and Space Sciences in Egypt, the Royal Jordanian Geographic Centre, the Centre for Remote Sensing and Space Science in the Libyan Arab Jamahiriya and the National Centre for Remote Sensing in Tunisia.

Because developing countries are home to the overwhelming majority of sea turtle populations, for example, these countries have the most to gain from protecting the species.

In the northern Mediterranean, several countries have set up their own databases for monitoring land degradation.

Most northern Mediterranean countries have no specific legislation for combating desertification.
