Special pay rates systems on the United States side which are taken into account in margin calculations are not reflected in the base floor salary scale comparisons, nor are other equivalencies within the general schedule.

Soon after the establishment of the scheme, the General Assembly expressed its concern that the scheme was pegged to the midpoint of the base floor salary scale (P 4, step VI)5 and that as a result the associated entitlements were automatically increased whenever the annual adjustment procedure was applied to the base floor salary scale.

In particular, the Convention provides for the regulation of working hours and compensation for overtime, daily and weekly rest periods, paid annual leave, regularly paid basic remuneration, and the prohibition of the sale and purchase of employment (E CN.17 1999 5 Add.2).

Question If (a) the United Nations common system base floor salary scale equals the United States federal civil service scale, (b) the cost of living differential between Washington, D.C., and New York is 15.1 per cent, and (c) the net remuneration margin is 14.8 per cent, then the post adjustment in New York should be somewhere around multiplier 30 (i.e., total net remuneration amounting to 130 per cent of net base floor salary).

It also decided to maintain the current ratios between the single and dependency rates of the base floor salary scale.

In the context of the review of the revised base floor scale adjustment, the Commission noted that the representatives of the United Nations Secretariat informed the ICSC secretariat that, in order to address imbalances in the Tax Equalization Fund, a reduction in staff assessment rates by 20 per cent would be required to lower the staff assessment contributions to the Fund.
