Under this agenda item, the Commission will examine the market access, market entry and competitiveness of selected dynamic and new sectors of world trade.

This note focuses on selected trade and environment issues that have received considerable attention in the international debate, as well as in UNCTAD's work since UNCTAD XI.

While there had not yet been any attempt to reach an agreed definition of positive measures, reference was invariably made to market access, access to finance, and access to and transfer of technology and capacity building.
