Total expenditure on health in 2003 2004 was Rs. 32805 million which came to 0.84 of the GNP. This was an increase of 13.8 over the previous year.

In any given year, expenditure may exceed an approved project budget for that year by US 20,000 or 4 per cent of the year s budget, whichever is greater, provided overall over expenditures incurred on the programme for that year do not exceed 2 per cent of the total allocated by UNDP to the Office for the year.

The total investment returns for the years ended 31 March 1997 and 31 March 1998 were 8.9 per cent and 20.4 per cent, respectively.

30. According to preliminary estimates, gross domestic product (GDP) showed a 3.2 per cent year to year decrease in the first quarter of 1996, which represented a lower drop than in previous quarters.

The GDP also decreased in 1991, 1992 and 1993, but at a reduced rate.

Figure 2 provides a graphic comparison of total budget, funds available and overall expenditures for the past five years for the Annual Programme Fund.

The overall share of highly concessional lending has risen to 62.4 of total lending under the regular programme over the period 1978 1996.
