The allowances were computed on the basis of the maximum annual remuneration of 160,000, the comparator remuneration figure since 1 January 2000.

The total pensionable remuneration of General Service staff was 7.5 per cent lower than at the end of 1995, mainly owing to the strengthening of the United States dollar against other currencies (the salaries of such staff are set in local currencies and their pensionable remuneration is the dollar equivalent of their gross pensionable salary).

75. The Commission was informed of the result of the total compensation comparison between the United States and the German civil service, which showed that for 1998, the German remuneration package was 108.5 per cent of that of the United States federal civil service.

The Commission was informed that, in view of the movement of federal civil service salaries in the United States of America as from 1 January 2005, an adjustment of the United Nations common system's scale by 2.49 per cent would be necessary in 2006 in order to maintain the base floor scale in line with the comparator's General Schedule (base) scale.

20. The Board recommends that the ICSC secretariat make proposals to the Commission and the General Assembly to establish a total compensation methodology for assessing the competitiveness of the United Nations common system salaries in relation to those of the comparator.
