The Rio Group was pleased that the Committee on Contributions had agreed on criteria for deciding when market exchange rates (MERs) should be replaced with other exchange rates and that it had decided that relative price adjusted rates of exchange (PAREs) were, in general, the most technically sound method of adjusting MERs.

In that connection, the Committee considered comparative per capita income data that had been converted at market exchange rates (MERs) and purchasing power parities (PPPs).

As it stands, Chinese exchange rates are allowed to fluctuate by a maximum of 2 on either side of the central parity, which the PBOC fixes daily. When the moving market rate reaches the edges of the fluctuation band, the PBOC can intervene in the market by buying or selling its foreign exchange reserves.

At the same time, while relative PARE would henceforth be the default method used by the Committee in cases where MERs were not appropriate, the Committee recognized that other solutions might be needed in specific cases.

This publication includes three types of rates (a) market rates, determined largely by market forces (b) official rates, determined by government authorities and (c) principal rates, where appropriate, including for countries maintaining multiple exchange rate arrangements.

Since the implementation of the new exchange reform, the previous appreciation state of RMB was changed. The central parity rate of RMB exchange rate in one year was about 8 .

Lastly, ASEAN agreed that future scales should be carried to three decimal places and that market exchange rates should be used except where price adjusted rates of exchange (PARE) or other conversion rates were more appropriate.

Real exchange rate adjustments inside a monetary union, or among countries with fixed exchange rates, can take place through inflation differentials. The real value of the Chinese renminbi, for example, has appreciated considerably relative to the US dollar, despite limited nominal exchange rate changes, because China s domestic prices have risen faster than have prices in the United States.

The Committee concluded that relative PARE was in general the most technically sound method of adjusting MERs, when distortions were identified, for the purposes of preparing the scale.

No one outside the PBOC knows how the market makers will meet these demands. If the PBOC is now simply moving closer to averaging the offer prices that are not subject to its interference, it is moving closer to an entirely market based exchange rate regime.

Although these factors insulate the US from the inflationary pressures stemming from exchange rate fluctuations, they increase the vulnerability of other countries, especially emerging economies. Because the dollar prices of most of these countries imports are not very responsive to exchange rate movements, the pass through of those movements into import prices denominated in their home currencies is close to 100 .

8. Requests the Committee on Contributions to continue to make a thorough analysis of the revised method of calculating price adjusted rates of exchange and to report thereon to the General Assembly at its fifty ninth session

Mr. Kramer (Canada), speaking also on behalf of Australia and New Zealand, welcomed the progress made in developing an appropriate method for calculating price adjusted rates of exchange (PAREs) for use when market exchange rates (MERs) did not offer suitable conversion rates for the calculation of the scale of assessments and urged the Committee to finalize the methodology of relative PAREs at its next session.
