As pointed out above, the rights of persons belonging to minorities are different from the rights of peoples to self determination, and minority rights cannot serve as a basis for claims of secession or dismemberment of a State.

The multifaceted challenge of this task is reflected in the guidelines on justice for child victims and witnesses of crime drawn up by the International Bureau for Children's Rights (Economic and Social Council resolution 2004 27, annex).

Parties' implementation of national system requirements may differ according to national circumstances, but shall include the elements described in these guidelines.

Article 27 of the Covenant, requires that persons belonging to the minorities shall not be denied the right to  , whereas article 2 of the Declaration of 1992 uses the positive expression have the right to  .

As mentioned above, human rights entail obligations of States as the primary duty bearers, and of the international community also consisting of States, including through international institutions.

The right to a remedy is not one of those listed.

What is required is to ensure appropriate rights for members of all groups and to develop good governance in heterogeneous societies.

All the aforementioned characteristics are important because they do not leave the administration of society without sanction and without responsibility, and because they thus directly involve citizens in exercising their rights.

They are laid out in the laws (mentioned above) such as the Copyright and Kindred Rights Law and the Patent Law.

Consequently, young children are holders of all the rights enshrined in the Convention.

All citizens have the right to present petitions, complaints and claims before competent authorities to demand the restitution of their rights when these have been violated or in defense of the general interest.

These, then, are the main objectives of the right to know as a collective right.

II. SPECIFIC RIGHTS CONTAINED IN THE COVENANT

It had sought an opinion from the International Court of Justice and the Court had denied its right to sovereignty over the area.

There were, however, some important exceptions where rights could only be demanded by citizens, such as the political rights contained in article 21 of the Universal Declaration and in article 25 of the Covenant on Civil and Political Rights.

The Working Group, having rendered this opinion, requests the Government to take the necessary steps to rectify the situation, in order to bring it into conformity with the norms and principles set forth in the Universal Declaration of Human Rights, and to take the necessary measures to ratify the International Covenant on Civil and Political Rights.
