Core resources for development

The Government would be following up on the implementation of the recommendations of the IPR, which related to modernizing the FDI entry regime, strengthening Board of Investment (BOI) core functions and reforming the tax regime on investment.

This data warehouse system, as the core of the infrastructure of the Investment Management System, would integrate with the other specialist investment applications which support risk and performance, compliance, trading, accounting and internal reporting functions.

Goal 4 Core and non core resources aligned with commitments

Non core resources more than doubled, while core resources grew at a much slower pace.

For the previous cycle (1992 1996), the core resources were 57 million and non core 175 million.

Investment, including foreign direct investment (FDI), played a central role in this connection, since it provided a crucial link between creation of productive capacity and international competitiveness.

Prior to approval, each individual investment proposal will be screened based on clear investment criteria, including strategic importance within the overall framework package of United Nations interventions in a country and the capacity to attract additional non core and parallel resources from public and private investors.

Projections for 2006 2007 levelled in at 1.9 billion for core and 5.6 billion for non core.

While total funding from core and non core resources has increased modestly in recent years, the share of core resources in overall resources has declined and now constitutes less than half of the total.

The creation of a positive image of the host country to investors is considered the first step in investment promotion.

The case of Mexicali, in Mexico, which was diversifying into attracting FDI in research and development activities clustered around its core base of investors in manufacturing, was highlighted.

And the central idea that makes this computer work is this thing called stereographic projection.

Core activities are funded from general purpose resources.

These resources will be generated by charging a fixed percentage, aligned with the UNDP cost recovery policy, on all core and non core programme resources, thus ensuring full proportionality between core and non core resources.

It is expected that the core resources under the global programme will provide an opportunity to leverage significant additional non core resources.

Ultimately a compromise needed to be struck between creating an environment attractive to investment and one that had people at its core.

This dataset takes account of only the approved equity capital for projects in production and under implementation, not actual, and does not cover reinvested earnings and other capital.

Any increase of non core resources should be additional to core resources and the United Nations should remain central for mobilization and allocation of resources.

The ratio of core to non core resources is expected to be around 1 6 on the programme side for 2005 2007.

The investment process is supervised and approved by the Treasurer.

When making an overseas investment, an enterprise shall acquire the approval of the investors and comply with the related provisions of the state on the examination and approval of overseas investment projects and foreign exchange control.

In many practice areas, UNDP has to demonstrate that it commits core funds in order to attract non core resources.

4.Are there a number of core issues which are dealt with in the same way in most BITs, and if so, why?

Private investment, particularly in productive sectors, remained low due to an ongoing lack of confidence of potential investors in the political situation.

To the maximum extent, new TRAC 1.1.2 resources would be released up front, at the beginning of a country programme cycle, for investments in capacity development.
