In addition to the IFA's listed above there are agreements between the European Metalworkers' Federation (EMF) and General Motors Europe as well as Ford of Europe.

Europe s Foreign Policy Resilience

The euro would, however, have to be accepted as legal tender in the UK, alongside the pound, and in the commonwealth countries, and this would demand close cooperation between the Bank of England and the ECB. Such a compromise would increase the EMU s weight both inside and outside Europe.

In addition, we must understand that it is in our interest to strengthen dialogue with Europe, Africa and Asia as well as Latin America.

In addition, 48.7 million euros were committed in 2003 alone, from the European Development Fund, to support small arms and light weapons projects in Africa.

Perhaps initially Europeans should be cautious. But I doubt whether anything tougher than strongly worded communiqués will ever be employed.

The political community of the 1950 s that France had persuaded its five European partners to accept was supposed to absorb both the European Coal and Steel Community and the EDC. It was to have both diplomatic and military powers, as well as a legislative assembly much like today s European Parliament just as the 2005 EU constitutional plan would have extended the European Parliament s powers and created a European minister of foreign affairs.

When did that last happen?

So I began traveling outside Africa, talking in Europe, talking in the United States, going to Asia.

Under the OMT program, the ECB can replace foreign outflows from sovereign bond markets through direct purchases, putting Spain on par with non eurozone countries like the United Kingdom. Changes in the European Union (EU), NATO and the Council of Europe reflect a Europe in transition, partly as a result of the enlargement of the European Union and NATO but also because of the need to cope with new threats to security.

Outside Asia, steel consumption increased fast in Europe (except EU15), Brazil, Mexico, the Islamic Republic of Iran and other Middle East countries.

The ECB can curb the euro s appreciation through purchases of foreign currency. But, ultimately, it would have to do so by inflating its own currency until confidence in the euro falls back to the level that it had before the assurances were made.

The most significant intergovernmental undertaking in this area to date is the Convention on Cybercrime of the Council of Europe, which is open for ratification by non European countries.

Defense cuts are also happening at a time when Europe, for the first time in modern history, has been overtaken by Asia in terms of total defense spending. Western Europe s long held position as the world s most important concentration of military power after the United States and Russia appears to be over.

Rich Europe, Poor Europe

The ESM, supported by the ECB, could become a European version of the International Monetary Fund, and the new funds in the European budget could become, with support from the European Investment Bank, Europe s World Bank. All of this will take time, but there is some movement in the right direction.

Xenophobia is a sign of education gone wrong an expression of narrow mindedness and the inability to put oneself in the position of others. So, rather than embarking on a search for a European identity, we should agree on mutual educational objectives to increase the awareness of all Europeans of the others who are their brethren in Europe.

That is why Europe's Everything but Arms initiative allows all goods imported from the world's least developed countries, except munitions, to enter the European Union completely free of duties and quotas.

Only a stronger Europe will ensure fair trade with emerging countries, especially China. Only a stronger Europe will at last implement the principle of reciprocity in order to protect European businesses and prevent them from relocating, which has been the main cause of unemployment.

But the same scenario might well be repeated with the euro in a few years. Large fiscal deficits and slow growth might convince foreign exchange markets that there is little future in the euro, fueling a wave of selling and hence losses for central bank holders.

How many temporary or permanent opt outs can there be? How will Europe s citizens, who already have enough trouble with the complexities of European governance, be able to comprehend such a spaghetti bowl structure?

Global leaders must encourage Europe to tackle its problems decisively by offering advice, financial support, and constructive criticism. Russia must continue to press for an Alliance of Europe a new framework for economic and diplomatic relations among the EU, Russia, and the rest of Greater Europe which could offer a way out of Europe s systemic crisis.

The Human Rights Committee, the European Court and former Commission of Human Rights, and the Inter American Commission on Human Rights have found their respective instruments to apply extraterritorially, even in situations covered by international humanitarian law.

Moreover, in 2006, 57 of European citizens declared themselves ready to move abroad for professional reasons. Among these, young Europeans are the most motivated (a half million EU young people are already studying in another country).

How Europe Can Rescue Europe
