BRUSSELS European policymakers have decided that they must be seen to be doing something about youth unemployment. A special summit of Europe s heads of state has been called, and a Youth Employment Initiative, proposed at the EU Council of Ministers meeting in February, aims to reinforce and accelerate measures that were recommended in a Youth Employment Package in December 2012.

Indeed, prior to the European summit in Brussels in December, the stock of trust in the European Council had become so depleted that no one seemed to take its decisions seriously. Of course, it could be that the United Kingdom s veto of the summit s proposed changes to the EU s Lisbon Treaty drowned out all else, while further increasing distrust on the part of the public and financial markets of a divided Europe.

By joining the US in the rebalancing process and supporting relations with China that are built on cooperation rather than containment, the EU would contribute to global stability, while spreading European values. To this end, the EU can leverage its position as a leading trading partner, investor, and aid donor it can also contribute at leaders summits, such as the Asia Europe Meeting and the ASEAN Regional Forum.

PARIS However predictable the difficult negotiations that accompany European politics may seem to be, in the end they seldom fail to surprise. A crucial European Union summit aimed at securing a deal on the EU budget for 2014 2020, the so called multi annual financial framework (MFF), will take place later this week, and the mood music surrounding it has been intense, to say the least.
