MEPC at its fifty third session adopted guidelines for ballast water management equivalence, guidelines for ballast water exchange, guidelines for ballast water management systems, guidelines for ballast water management and the development of ballast water management plans, and the procedure for approval of ballast water management systems that make use of active substances (see IMO document MEPC 53 WP.16).

The Minister of State for Water of Uganda presented the outcome of the International Conference on Integrated Water Resources Management, held in Tokyo, from 6 to 9 December 2004, and the fifth ordinary session of the African Ministers' Council on Water, held in November 2004.

Of particular importance to Kenya was the strengthening of water resource management initiatives, one of which was the African Ministers Council on Water.

Some of these partnerships include The Global Water Partnership (GWP), Global WASH (Water, Sanitation and Hygiene, IRC International Water and Sanitation Center), New Partnership for Africa Development (NPAD), Arab Water Council (AWC), and the Asian Development Bank (ADB).

The programme was sponsored by UNICEF and the International Water and Sanitation Centre, with the support of Oxfam GB and the Water Supply and Sanitation Collaborative Council.
