The recommendation concerning the International Court of Justice is very ambiguous.

10. The Advisory Committee notes that the Secretary General does not propose any change in the current level of special allowances of the President of the Court and the Vice President when acting as President, or in the arrangements regarding the compensation of ad hoc judges.

The Committee also recommends that instances of cases where reparation was sought from the courts, together with the courts apos decisions thereon, be provided.

He reported that the Upper House had received the electoral law from the Lower House and might suggest some changes.

Proposals for changes to these laws were submitted to the Senate Judicial Affairs Committee.

ACABQ recommended the use of digital recording of Court proceedings, and the Court has proceeded to install a digital audio recording system.

The Special Rapporteur is concerned to note that, in the absence of a Supreme Court, which is responsible for proposing a shortlist of candidates, it is impossible to appoint the members of the Constitutional Court.

We expect that the forthcoming conference in Rome will adopt the statute of the court, paving the way for its establishment at the earliest possible date.

International Court of Justice extension of premises

President Shi Jiuyong made a few suggestions on the way in which better use might be made of the advisory jurisdiction of the Court.

The Constitution provided for the creation of several bodies charged with the protection of human rights, including the National Assembly, the Economic and Social Council, the High Authority for Audio visual Media and Communication, the Constitutional Court, the High Court, the Supreme Court and various other courts and tribunals.

1. Extension of the premises of the International Court of Justice

. UNDCP and the Division also made a joint submission to the Ad Hoc Committee on the Establishment of an International Criminal Court.

The Committee recommends that appropriate legal provisions be adopted to ensure prompt issue of a reasoned judgement by the Court of Appeal.

He also made urgent recommendations aimed at achieving an immediate return to the rule of law, suggesting possible avenues and criteria for establishing an independent Supreme Court.

34. The Court also charged its Rules Committee with developing proposals to maximize efficiency.

19. The Constitutional Court was established on 5 December 1991.

It is proposed that the international criminal court should be a court of this nature.

This Court consists of a Chairman, Deputy Chairpersons, all of whom are appointed by the President on the advice of the Judicial Service Commission.

It consists of 11 judges elected by the House of Representatives, at the recommendation of the House of Counties, for terms of eight years.

His delegation also supported the recommendation, based on the Mexican proposal, that comments should be invited from States and the International Court of Justice on the consequences of the Court s increasing workload (A 52 33, para. 125).

No woman has been appointed to the Constitutional Court established in 1991.

Election to the Senate (Upper House) is held according to the relevant legal provisions contained in the Senate (Election) Act, 1975, the Senate (Members from Federal Capital) Order, 1985 and 1988 and the Senate (Election) Rules, 1975.

These recommendations met with the full approval of His Majesty, The King, and the Council had them inserted in the draft labour code currently before the Chamber of Representatives (Parliament).

The functions of the plenary Court also include electing the President and Vice President of the Supreme Court every two years and selecting judges of the Superior courts.

If necessary, they may set up subsidiary courts.

The Government has finally established a court to deal with crimes against humanity, but so far only a few cases have been brought to court.

The Government also reported that, on 17 July 1996, the Chamber of Deputies Constitutional, Legislative and Judicial Committee adopted the full text of the draft which would then be considered by the Chamber and subsequently the Senate.

The Chambers consist of 18 judges, including the members of the Presidency, organized in three divisions.
