Within the United Nations system, many agencies have leveraged the events of the last year to start new, or to highlight existing, road safety activities.

The framework embraces the entire range of core United Nations activities political, human rights, humanitarian and development in a given country.

If a deception campaign is actively pursued, the probability of finding hard evidence of activities related to biological warfare is minimized.

Those changes have been accompanied by a Department wide emphasis on the evaluation of its activities.
