70. This involves activities related to the use of the mechanism of investment funds (country funds, venture capital funds or specific sectoral investment funds) to attract foreign investment flows in least developed countries.

Foreign direct investment (FDI) and portfolio investments amounted to only 9.9 per cent and 2.1 per cent, respectively, of total net resource flows to the region, while FDI profit remittances slightly exceeded FDI inflows.

Foreign investment in the Russian Federation currently stood at 9 billion it was hoped that the inflow of foreign investment would reach from 3 to 3.5 billion during the current year.

13. Resource flows are analysed in this section under two main concepts aggregate net resource flows and net resource transfers.6

The remainder of the balance, consisting of donor contributions, was tied up in short term investments, the majority of which were placed in an investment pool in order to increase liquidity.

On top of all this, there is a shadow financial system of non bank financial institutions that, like banks, borrow short and liquid and lend to or invest in longer term and illiquid assets. This shadow system includes structured investment vehicles (SIVs), conduits, money market funds, hedge funds, and investment banks.

Initially, it is anticipated that such investment would be short term only but, depending on the position of the Fund, the Secretary General could authorize longer term investments, consistent with the liquidity requirements of the Fund.

Except for a slight increase in medium term and long term borrowing, the main categories of financial flows did not exhibit any major deviation from recent trends, i.e., there were smaller official inflows and there was very little foreign direct investment.

In addition, although net direct investment flows have become for developing countries the most stable external source of finance for productive investment, they have shown pro cyclical behaviour in recent years.

Trade among GSTP members is already close to 2 trillion, or about 55 per cent of the international trade of all developing countries.12 The UNCTAD annual World Investment Report tracks global investment flows, including those to, from and among developing countries.

Private capital flows have come to play the dominant role in development finance, eclipsing both official bilateral and multilateral flows.

However, these flows tend to be more volatile than official flows and pro cyclical.

The growing trend towards South South investment flows would also lead to an increase in South South investment disputes.

Flows to Central Asia and West Asia went up as a result of higher oil investment, while flows to the Pacific subregion increased marginally.
