Policy makers were reminded that they need to be concerned not only with the overall size of financial transfers but also with the composition of flows since some flows are more likely to be sustained than others.

Foreign direct investment (FDI) and portfolio investments amounted to only 9.9 per cent and 2.1 per cent, respectively, of total net resource flows to the region, while FDI profit remittances slightly exceeded FDI inflows.

70. This involves activities related to the use of the mechanism of investment funds (country funds, venture capital funds or specific sectoral investment funds) to attract foreign investment flows in least developed countries.

Foreign investment in the Russian Federation currently stood at 9 billion it was hoped that the inflow of foreign investment would reach from 3 to 3.5 billion during the current year.

On top of all this, there is a shadow financial system of non bank financial institutions that, like banks, borrow short and liquid and lend to or invest in longer term and illiquid assets. This shadow system includes structured investment vehicles (SIVs), conduits, money market funds, hedge funds, and investment banks.

So they can be a cash, or a cause, investor.

The Treasury is currently installing investment software that aims to make more lucrative returns for funds not needed for immediate cash flow.

Article 46 The Company shall analyze the cash flow of the current year, including the cash flow from operating activities, investment activities and fund raising activities and the major influencing factors.

13. Resource flows are analysed in this section under two main concepts aggregate net resource flows and net resource transfers.6

For starters, countries should embrace policies that favor foreign direct investment (FDI) over inflows that can be withdrawn more quickly, such as foreign bank loans, debt, or equity investments. My research with Hui Tong of the International Monetary Fund shows that countries whose capital inflows that are mainly in the form of FDI tend to be more resilient to foreign financial shocks.

4. Other capital providers Capital providers other than commercial banks and international financial institutions may include institutional investors such as insurance companies, mutual funds, pension funds or investment funds.

Except for a slight increase in medium term and long term borrowing, the main categories of financial flows did not exhibit any major deviation from recent trends, i.e., there were smaller official inflows and there was very little foreign direct investment.

In addition, although net direct investment flows have become for developing countries the most stable external source of finance for productive investment, they have shown pro cyclical behaviour in recent years.

Other complementary sources of equity capital may include investment funds and other so called institutional investors such as insurance companies, mutual funds or pension funds.

To reverse that trend, promotion of direct investment and official financial flows was imperative.

However, it is not a simple matter to separate volatile flows from the long run investments that should be encouraged as an example, even funds brought into a country by a direct investor can be used to take a speculative position in a currency.

OFDI from Asian developing economies was contributing to growing South South FDI flows and intra regional investment.

The key problem in times like these is that investor demand for safe, secure, and liquid assets and thus their value is too high, while demand for assets that underpin and finance the economy s productive capital is too low. The obvious solution is for governments to create more cash to satisfy the demand for safe, secure, liquid assets.

At the same time, the demand for new investment opportunities exists in the financial markets, particularly from socially responsible investors.

The growing trend towards South South investment flows would also lead to an increase in South South investment disputes.

Trade among GSTP members is already close to 2 trillion, or about 55 per cent of the international trade of all developing countries.12 The UNCTAD annual World Investment Report tracks global investment flows, including those to, from and among developing countries.

Flows to Central Asia and West Asia went up as a result of higher oil investment, while flows to the Pacific subregion increased marginally.

Private capital flows have come to play the dominant role in development finance, eclipsing both official bilateral and multilateral flows.
